How does Harbor Mutual handle a member complaint?

Harbor Mutual handles a member complaint through its member complaint and dispute handling procedure. The complaint is logged on the day it is received, with the account reference kept in the controlled case system. Receipt is acknowledged within two working days and a case owner is named. What happens on the day a complaint arrives?
It is logged. Fictional Harbor Control C-12 requires a complaint to be logged on the day received, with the member's account reference kept in the controlled case system rather than in free-text notes. That last clause matters more than it looks. A complaint written into a learning note or a chat thread is a complaint that can leak, be lost or be reused. The case system is where it lives.
How quickly is the member contacted?
Within two working days, with a named case owner. Acknowledgement is not resolution; it is the member hearing that a specific person has the case and when they will next hear from us. The call guide says the same thing in the voice of the desk: a complaint calls for listening, a case record and a review date, not an immediate guess about compensation.
What if the complaint is about a number?
Then it is a disputed disclosure, and Harbor Disclosure Rule D-4 applies. A disputed rate, fee or coverage statement needs a dated source. We preserve the sheet actually quoted, compare it with the current sheet and let Compliance review the discrepancy.
The most common example on our desk is the rate pair. The withdrawn prior rate sheet listed 6.24% APR for a top-credit-tier 60-month new auto loan. The current sheet lists 5.49% APR. A member quoted from the old sheet has a genuine dispute, and the review needs both documents in front of it. There is one such review open now, with both source versions attached and no remedy approved. I will not describe its outcome here because it does not have one yet.
Why does the procedure refuse to determine a remedy?
Because it is a procedure for handling, not a ruling. Section 3 says not to determine a legal remedy from this demo procedure. The reviewer compares versions, establishes which was effective on the day and records the finding. What follows is decided through the proper channel, and the member is told who owns that step. Promising a remedy during the call would pre-empt the review and, often, be wrong.
When does something skip the queue?
Urgent safety concerns or potential discrimination come to me immediately. Those are not held for the two-day acknowledgement cycle. The fair-lending checklist is the companion rule here: if a complaint suggests a member was treated differently from the documented criteria, that is a fair-lending question before it is anything else.
Why keep the complaint away from sales?
Because the playbook forbids reusing complaint details for outreach, and because a member who complains should never find the complaint reflected back as a product pitch. The procedure says to keep the complaint separate from sales outreach. The renewal and cross-sell playbook says the same from the other side. A case record is not a lead.
When is a complaint closed?
When the member has received the written response. Not when the reviewer has decided, not when the call ends on a good note. Resolution is logged only on written receipt, and the member always has the next review date until then.
What does a good complaint record look like?
- Logged on the day received, account reference in the case system.
- Acknowledged within two working days, owner named.
- The disputed statement, with its dated source, and the current version alongside it.
- The next review date, communicated.
- Resolution logged only after the written response is received.
Every item is a sentence from the procedure. None of it depends on the complaint being small or the member being calm.
