How does a fee review or reversal work at Harbor Mutual?

A request is not a reversal, a reversal is not a refund guarantee, and an insurance premium is not ours to refund at all. The returns, refunds and fee reversals policy in plain terms.

A member may ask Harbor Mutual to review a service fee within thirty calendar days of the fee posting. The request is logged and the fee schedule effective on the posting date is cited. A request is not an approved reversal. A duplicate fee confirmed by the controlled ledger comes to me, as Member Services Lead, for approval; a disputed lending charge goes to Compliance before any promise is made. Insurance premium refunds or cancellations are handled by the agency under the written policy terms, not by the credit union. The member is told who owns the review, the next contact date and which documents are required, and the written outcome is sent before the request is closed.

When can a fee be reviewed?

Within thirty calendar days of posting. That is Section 1 of the returns, refunds and fee reversals policy, and it is the first thing the desk checks. The request is logged, and the fee schedule effective on the posting date is cited, not today's schedule and not the one the member remembers. Fees, like rates, are a row in a dated document.

Is a request the same as a reversal?

No, and the policy says it in one sentence: a request is not an approved reversal. The desk can log, cite and route. It cannot promise. Staff must not describe the policy as a guaranteed refund, and the member-help page carries the same line for members: a reversal follows the written procedure and review, never an unwritten promise.

Who approves what?

It depends on what the fee is.

A duplicate service fee

If the controlled ledger confirms a fee was posted twice, the request is referred to me for approval. The ledger is the evidence. A member's statement that they were charged twice starts the check; the ledger finishes it.

A disputed lending charge

Goes to Compliance before any promise is made. A lending charge the member disputes is a disclosure question, and Tess Nakamura's review decides it. The desk's job is to log the request with its dated source and tell the member who owns it.

An insurance premium

Not ours. Insurance premium refunds or cancellations are handled by the agency under the written policy terms. The credit union cannot authorise them. What does the member hear?

Four things, every time. Who owns the review. The next contact date. Which documents are required. And, at the end, the written outcome, sent before the request is closed. Section 4 of the policy lists exactly that, and it mirrors how the call guide ends every conversation: repeat what is confirmed, what remains conditional and who owns the next step.

Why so much structure for a fee?

Because a fee reversal is a small decision that looks like a favour if it is done by feel. Done by feel, it is inconsistent, and inconsistency is a fairness problem. Done by the policy, the same request gets the same route regardless of who asks or how firmly. The thirty-day window, the ledger check, the named approver and the written outcome are what make the answer the same for everyone.

What should a member bring?

The posting date, which fixes the fee schedule that applies. The statement line, so the ledger check has a reference. And, for a lending charge, whatever document the charge was explained from, because Compliance reviews disputed statements against their dated source. If you are missing one of those, bring the rest; the desk will tell you what else is required.
