Why is an insurance referral never a condition of a loan?

A credit union with an insurance agency desk has every incentive to bundle. We keep the two decisions apart on purpose, disclose the agency's role, and ask before passing a member along. Here is the reasoning.

What does the checklist actually say?

Three sentences from Section 3 of the fair-lending and disclosure checklist, our fictional Harbor Control F-8. Insurance referrals are optional and are never a condition of lending approval. Separate the credit decision from any agency referral. Disclose the agency's role.

That is the whole policy. Everything else here is why.

Why keep the two decisions apart?

Because they rest on different evidence and different authority. A loan is decided from the same documented eligibility criteria for every member: the authorised assessment, the current term, the applicable row on the current rate sheet. Coverage is decided from the policy records by a licensed agency, with its own eligibility, schedule and binding. Nothing in one decision is evidence for the other. The coverage summary says so from its side too: liability limits are not implied by the auto loan's credit tier.

If the two were linked, a member could reasonably believe that saying yes to a product review would help the loan, or that saying no would hurt it. Both beliefs would be false, and both would be our fault for creating them.

What does "disclose the agency's role" mean in a call?

It means saying who I am. Harbor Auto Cover is offered through an insurance agency partner, not as a credit union deposit product. When a member-services colleague offers a referral, they say that the agency desk is a separate, licensed function and that only the agency can confirm eligibility, premium, limits, effective date or binding. When the member reaches me, I say the same thing again.

Why ask before passing contact details?

Because a referral is the member's choice. The training lesson for the agency module puts it as an instruction: ask the member whether they want an agency referral before passing any authorised contact details. A referral the member did not ask for is outreach, and outreach has its own rules.

What about renewals and cross-sell?

The same principle, one level up. Our renewal and cross-sell playbook defines a cross-sell opportunity as an optional product review or referral where consent permits. It says not to infer insurance need from borrowing alone, not to promise savings and not to reuse complaint details for outreach. The signals we look at are aggregate cohort totals from approved ledgers, never a person's borrowing used as a reason to sell them cover.

That last line is the one I would underline. Borrowing is not need. A member with a new auto loan may or may not want to review their cover. The loan tells us nothing about which, and we do not pretend it does.

What does a member hear from us?

Something like this, in order. Your loan quote is from the current rate sheet for your confirmed term and tier, and the written offer will confirm it. Separately, Harbor Mutual has an insurance agency desk. If you would like a referral to a licensed agent to review coverage, say so and we will pass your details; if not, nothing about your loan changes.

What if a member asks whether taking cover helps the application?

The answer is no, said plainly, and the question is worth noting. If anyone at the desk ever gave the impression that it did, that is a disclosure question for Compliance, not something to smooth over.

Why does a credit union bother?

Because a member who trusts that the two desks are separate will talk to both. A member who suspects a bundle will talk to neither. Keeping the referral optional is how the agency desk earns the conversation rather than inheriting it from the loan.
